Obama Administration Says Blind People Have a Right to Watch Movies in TheatersSubmit Comment
Being blind or deaf must be incredibly difficult, but does that mean that people with these disabilities have a right to participate in activities that everyone else participates in? According to the Obama administration, the answer is "Yes."

The Justice Department is proposing a new rule that would force thousands of movie theaters across the country to purchase and offer technology so blind and deaf people can go to the movies.

You might be asking what kind of technology would help a blind person see a film? The proposal states that the theaters have to offer blind people a headset that provides a running commentary of what's happening on screen. The deaf, meanwhile, would get glasses that display closed captioning.

Organizations for the deaf and blind said that people with such disabilities "should have equal access to all services in society available to everyone else. It would be akin to only requiring that 50% of buses should have segregation for people of color and the other 50% of buses should be integrated. We believe that providing equal services is a civil rights that should apply to all theaters."

If this proposal passes, it would create serious issues for many theater owners, especially smaller ones in rural areas. "These theaters can barely stay in existence and often need community support to break even," said a group fighting to kill the proposal. "To require them to install expensive closed captioning technology at this time is an undue financial burden that may result in these theaters closing."

I can agree that this is a great idea and I'm all for it, But it's unfair to pass a role requiring the theater owner to buy expensive stuff just to stay open.

So here's what I think should be done: If the Obama Administration actually care do much, they should pay for it. or at least pay for it to go into the biggest theaters.

Otherwise scrap it. It's not fair to the small guys.

On a serious note, most theaters like Regal Cinemas already have closed captioning things for deaf people and most blind people don't go to the movies because duh, they're blind.

They just wait for the DVD or the Blu-Ray with the descriptive audio or they you know, just listen to the regular audio.

If anything, "requiring" this will just cause movie ticket prices to go up, or theaters to shut down, prompting even more pirating of movies, something the government supposedly doesn't want.

Now if the U.S. Government is offering to supply theaters with tech, or pay a portion/offer a stimulus to those theaters that adopt the tech, then that's a different story.

So basically you're saying you want Obama to provide welfare to movie theaters? You do realize that Obama really has no money of his own in this matter, and he's just spending off the taxpayer's dole, right? Wouldn't the millions be better spent repairing our crumbling infrastructure?

No, if Obama wants to a pass a law requiring theatrical assistance for the blind and deaf, the studios should front the money as a prerequisite for distribution of their films as perhaps a more "nuanced" reinterpretation of the American Disability Act.

And no, the cost should not be put on the theaters either, because they'll simply pass the cost to the patrons, and that's the essentially identical to a tax.




After this year's record-breaking box-office bonanza, the studios can easily absorb the costs. The American taxpayer cannot. And shouldn't.

Why do you think the article was written? Because the deaf and blind are often (but not always) excluded from the theatrical experience. We already know most of them don't go to the theater, and that's why the Obama Administration wants to pass a law requiring captions and commentary.





As for the article, this is actually a proposal that has been in the works for more than decade, so it's not an Obama idea, but a push by people with disabilities. And it would not require all theaters, only a specific percentage of existing theaters. Also, part of the reason all theaters haven't provided such technology is because they;re waiting to complete upgrades to digital projection technology which works better with captions and commentary. Currently half of all theaters provide captions and commentary.

The point here is that this unnecessary. Ten years ago, when this proposal was put forth, such systems were unavailable. Since then, 50% of all theaters provide captions and commentary, with more to be added. So there's no need for bureaucratic wrangling when industry and the free market is providing a solution.





As for why Alex is stupid, I have no idea, but it's not because of this article. Whoever said that should probably try reading what was posted instead of going with a knee-jerk bashing, although Alex usually deserves it.

That makes no sense. Rural cinemas operate on a much smaller profit margin. Why would they convert to expensive digital projection systems when they don't have the extra profit to cover the cost? So the conservative folks who visit their theaters can enjoy technology they don't really want?

@Tanman: Well, the thing is, as I mentioned above, the industry is already slowly moving to correct this issue, as quickly as they can absorb the costs, per the free market way of handling things, so there's no need for Obama to do anything, really. And as I also said, this petition/proposal, whatever, was begun more than a DECADE ago, back when such systems were rare.

In essence, by the time Obama and his flunkies get this thing passed, there will be no need for it.

Regarding JTR, two of the top cops in the investigation believed they knew for a fact who the killer was but could never provide proof, the burden for arrest being much, much higher then and there than in the US (or France at the time) where you can be sent to death row on the statement of a single eyewitness.

Swanson and Anderson, both of the CID (Criminal Investigation Department) IIRC, thought for sure Jack was an insane Polish Jew named Aaron Kozminski, who lived only a stone's throw from poverty-stricken Spitalfields where most of the crimes occurred. Macnaughton, another top cop, believed Kozminzki was a strong suspect, but went with Montague Druitt, an ex-barrister and school teacher who committed suicide in December 1888.

Druitt had previously been let go from his job for unknown reasons, and with rocks in his pockets, walked into the River Thames. His family had a long history of suicide, and he was also a closeted homosexual, much like Stapes.
There's nothing to suggest he was ever violent, and in general suicidal people aren't given to bloodlust.

Also, as a gay man, it's unlikely Druitt would have targeted women, but the common belief among Victorians at the time was that men go gay because they hate the opposite sex, which isn't typically true.

Victorians also believed that chronic masturbation caused insanity, which isn't true either, although it does explain much that goes on here at WP, especially Ranger.

In fact, John Douglass and Roy Hazelwood, the FBI's top criminal profilers, conducted a study among sexual serial killers. They found that a majority of them were chronic masturbators. Interestingly enough, one of the reasons Kozminski was placed in an asylum was for incessant "self-abuse". Well, that and for attacking his sister with a knife...


As for Ted Bundy...I don't find him particularly interesting. He was a prolific sexual sadist, but his psychopathy is pretty mundane. He targeted women who resembled an early girlfriend who jilted him. He was merely an extremely angry man and not much more. No mystery there.

I do find it rather amusing that the judge who sentenced him to death almost felt sorry he had to pull the plug on such a once-promising man. Funny how that works out.


P.S. Aaron Kosminski had a lot in common with Ted Bundy. Aaron was raised by women, heard voices, moved around a lot and felt betrayed by the world. If he wasn't the killer, then it was someone very much like him.

I enjoy a good read and LOL at the stapes reference. Was so small I had to read it twice. I laughed haha. I've always found the entire JTR case a bit fascinating. The mystery of it all and the fact that at the time (and still) it was such a big case. The whole f*cking country knew of the case and they still couldn't point a finger as a 100% killer. Made the whole Zodiac fiasco look like chump change.

I also have read up on H.H Holmes and one of my personal favorites Albert fish. That guy was f*ckED lol

Also Note: Just watched this random movie on TV. Was actually really f*cking good. Called Beautiful Creatrues by an early Peter Jackson. Starting Kate Winslet in her first role, As well as that chick that plays Rose on Two and a half men. Good flick and one f*ck of an intereting true story of murder.
