Bruno was really unfunny IMO
As a skit on the Ali G show it kind of worked, But streched out into an 80 minute film just didn't work and the character just wasn't funny enough to carry a movie.

Russell Brand is an extremely talented comedian bando, he's not a great actor but every film he's been in he's not terrible and has a lot of charisma and self awareness. Brand's stand up show is a lot funnier than his movies that is for sure, His saturday night show on Talk sport at the back end of last year was very funny, interaction with a live audience.
The reins are off of him, he is a lot funnier that way.

Yep, he's supposed to be one of the only redeeming features in The Tempest with the GILF from Southend Helen Miren and although Arthur was one of the worst films I've seen all year he still managed to make me laugh a few times.
